Building a gaming CPU for Rs. 70000

Dear All,
I upgraded my first rig three years ago after getting advice from Toms hardware. Now, I'm returning to India after finishing my studies and need to build a new rig. Kindly suggest a good build for the below specs:

Q1. What is your Budget?
Ans. 70,000 INR max
Q2. Do you overclock?
Ans. Maybe
Q3. Is this your first time ?
Ans. No
Q4. What parts do you need ?
Ans. GPU, CPU, PSU, Motherboard, RAM, Case
Q5. What games are you planing to play with your rig ?
Ans. Witcher 3, Path of Exile and Skyforge at high
Q6. Any additional comments about your build ?
Ans. I have a 22" Samsung monitor and 128GB SSD + 2TB HDD with me.
Q7. Estimated time of purchase?
Ans. August 30-Sep 2

Unfortunately Intel Devil's Canyon processors prices have gone high in India now. Core i5 4690K is around 20,000INR and Core i7 4790K is around 26,700INR. I assembled Core i5 4690K based gaming PC before a couple of months and I got i5 4690K for 16,500INR. Now the prices have gone really high. I suspect it is because of the new Skylake release. It is better to wait for another 2 months until the Skylake release. I am damn sure you will get Core i5 6600K for less than 16,000INR.

If you really want to get a PC now, then get the below parts.

Intel Core i5 4690k - Rs.20,400
ASUS Z97-A motherboard - Rs.14,150
Zotac Nvidia GTX 970(gives you 5 years warranty)- Rs.28,750
Seasonic M12II 620Watts modular PSU - Rs.6,850
GSkill RipJawsX 1600MHz 8GB(2x4GB)DDR3 RAM - Rs.4,600

Total: 74,750

The extra 4,000 is because of the Processor. I am sure that the price will drop after 2 months. Buy Skylake Core i5 6600K at that time. Don't spend money on Devil's Canyon now.

Both my work and life revolve around me having a PC unfortunately. So, I have to buy this immediately. The maximum I can wait is till the end of September. I'll cross my fingers and hope that Skylake drops by that time. Otherwise, I think I'll go with the 4440 option.
