New build not keeping power after trying several PSUs and motherboards

I'm trying to put together a system but I'm struggling to get it powered on. I have been able to have it running long enough to install Windows but shortly after it switched off and now can only get it powered up temporarily.

I tried the paperclip test and have been able to power it up by connecting the green and black wires - the fans all start up, as does the hdd. This is the second motherboard and third PSU I've tried and they have all had the same issue. The RAM doesn't appear to cause any issues when I tried it in a separate machine.

The system is using an MSI B85M-E45 mobo, i5-4440 CPU, Corsair CS450M PSU (and I tried old one I had lying around, and an EVGA 430W).

I'm guessing that it must be the CPU. Is there anything else that may be worth trying before sending that back?

Ok, we returned the CPU but they found no fault with it.

Can anyone think of anything else that will be causing this issue. We've now replaced the MB, CPU, and PSU. Ram has been tested in another machine.

I'm at at a bit off a loss here.
