Sudden performance drop after reinstalling windows

Hello, today i've reinstalled my windows 8.1 pro x64 on my laptop i've formatted every hard disk and made a fully clean install of windows. After the reinstalling of my drivers i hopped into a game just to see my average fps come down from my usual 120 to values as low as 20. I've checked to see if i didn't have any drivers not installed and reinstalled most of them and restarted. After the restart my fps dropped even lower to as far as 2 fps , the overall experience is worse in other games too with unplayable fps and even the most simple things such as a browser and skype take a huge load of time to load . To be mentioned is the fact that the guy that reinstalled the windows did some changes in the bios ( wich i have no ideas of if it could matter or not ) and also the windows task manager doesn't show any usage of above 50% even if my game is at 2 fps
The pc specs are:AMD Radeon HD 8650 G
AMD A10-5750M 2.5 GHz
8Gbs of ram

140c is very high TOO HIGH the normal is until 60-70c max
Your cpu is being damaged!

Check for tasks that consume cpu power and kill them and run a scan with malware bytes. You have fps drop beacause of thermal throttling
