Thermaltake commander MS-III upper dust filter is it removable?

hello guys.. i bought an NZXT 120mm Fan, installed it on the side panel but it didn't make the Temps any lower.. so I'm thinking about installing it on the upper side hoping it would make a difference, should i remove the dust filter first? or i have to keep it?.

do you know why my new NZXT 120mm Fan didn't help with the Temps? i tried to install it intake and exhaust but still didn't make any difference
 
Solution
You may need more than one fan to actually see a difference.

You should leave the dust cover on to prevent as much dust being brought into the case.

thank you.. so its possible to install the fan while the dust cover is on? i thought it won't have a room for it
