Delay and repeating keyboard?

My boyfriend's keyboard has been having a massive delay when he types and every time he plays a game and presses "w", for example, that key repeats itself for a while (like he'll stop pressing w and his character will still be walking). It is not his keyboard, he bought a new one once it started happening and the new keyboard does the same. I thought maybe his psu didn't have enough wattage, a component got shocked from static electricity during building, or if it's the motherboard dying, but I'm not a PC whiz so I'm not sure. Any feedback would be helpful. Thank you :)

Unplug it, hold the power button for a few seconds, maybe give it a few minutes (not really sure this is necessary, just being thorough), then plug it back in and start it up.

I saw something like this with a laptop. Removed battery and power cord, emptied remaining power, started it up and it didn't do it anymore. maybe you could do the same with his PC.

Thank you so much. But how can he empty the power or remove the battery :( he says there is no battery

*edit* he tried that and he said it helped him out a lot. He now only has a 0.5 delay. :D thank you so so much
