motherboard won't recognize graphics card

Hi guys so I have a problem with a pc that I recently build the problem is that the motherboard doesn't recognize the graphics card the fans of the card are spinning I don't know whats the problem is the first time that I build a pc help please

I did that but the pc keeps using the integrated graphics when I connect the cable to the from the monitor to the graphics card it appears a black screen

CPU:Intel Core i7-4790K Devil’s Canyon Quad-Core 4.0GHz
Motherboard: ASUS Z97-PRO(Wi-Fi ac)/USB 3.1 LGA 1150 Intel Z97
Ram:CORSAIR Vengeance Pro 16GB (2 x 8GB) 240-Pin
GPU:XFX R9-390P-8256 Radeon R9 390 8GB
PSU:EVGA 100-W1-500-KR 500W ATX12V / EPS12V 80 PLUS Certified
DVD burner:ASUS DRW-24B1ST/BLK/B/AS Black SATA 24X DVD Burner
Hard drive:Seagate Barracuda ST1000DM003 1TB 7200 RPM 64MB
 
Because you can use the onboard intel iGPU, so your PC works fine, the problem may from the PSU, which may not have enough juice for the r9 390, or the r9 390 has problem, like DOA. You should try the GPU in other PC or try use other more wattage PSU. That you will know which one has problem.

I have a similar build and am having the same problem with the GPU not being regonized. What did you do to fix the problem?
