MY FIRST EVER GAMING RIG! Not sure about it's specs.(DONT WANT IT TO BE A COMPLETE WASTE)

Hi guys.im from pakistan.i have finally planned to build my first gaming pc for almost $400.Im pretty confused if this pc will run all the games at 1080p.According to bench marks this pc runs battlefield 4 at ultra 31 fps 1080p.Just tell me that if this pc will run any game at 1080p(ultra or high settings are not necessary for games like gta V etc). THE components are below.
-MSI R7 250x 2gb
-INTEL PENTIUM G3220
-GIGABYTE GA-B85M-DS3H
-GSKILL RIPJAWS XSERIES 8GB
-WESTERN DIGITAL BLUE 1TB
-CORSAIR CX 430
-COUGAR MX200
I WOULD REALLY APPRECIATE THE HELP. :)

Bro, i really appreciate your answer. :) But this build of mine is according to pakistani shops and money prices.pretty much same to newegg's prices but i just wanted to know if my build is good enough and will play battlefield 4 at ultra with 31fps? And will it run any game at 1080p? I really really loved your build :) Obviously i'm not going to order from pcpartpicker's discounted foreign stores(we'll have to convert the money to dollars first) Actually my budget is of 350$ but will not matter $50 extra. I really liked your bUild. Plz if u can take same components from some pakistani websites. :) tHNX And For information plz tell me is gigabyte r7 250x or msi r7 250x :) thNX And i mean battlefield 4 and hardline witcher 3 gta V kind of games for this pc :) :)

not even close. frame locked to 31fps at 1080p you're looking at medium settings at best.

So suggest any better components BY THE WAY 40+ fps is enough for smooth gaming?
Actually my father bought a notebook i7 with hd 8670m gpu its good but gets overtemperatured...Actually i watched a video on youtube... if u want u could see it...
THE BUDGET IS $400
PLZ bROS give me a pc that could run any future game and b4 kind of games at atleast high settings :/

The true answer to this is, you cannot get a good Gaming PC for under $800 USD that will run those games at 1080p on Ultra at 60fps. You are looking at around 800 to 1100 USD for a good gaming rig that will run games like Witcher 3, GTA V, and BF4/HL on those settings. You can't skimp on parts for good settings, otherwise you will end up playing a game at 30fps and that's choppy for today's standards.
