Computer cannot boot after cleaning CPU

I have a HP-Compaq dx2200 Microtower PC, w/ Intel Pentium D Extreme and 2 GB RAM running Windows 8.1.

Last Saturday, I'm very busy cleaning my motherboard, and I think that I need to clean the CPU and its slot. Last time, Computer is working properly. But after I clean CPU and It's slot, Computer cannot boot and no display shown...

I notice that the CPU fan is running very fast. Thus, making it noisy...
and the Power Supply Fan runs very slow.

Please help me to solve this problem... Its started since Saturday, last week.

I tried everything...

1. Remove any PCI-Ex Cards
2. Replacing RAM Sticks (but it is stable and undamaged)
and so on...

Is my Motherboard dead or my CPU is damage?

Please help me to solve this problem...

1. Did you touch the pins or did anything touch the pins on the socket or CPU.
2. Did the thermal paste leak and touch the motherboard or something it shouldn't be touching.
3. Try cleaning the old thermal paste and reapplying a decent thermal paste. I would recommend Arctic MX-4

Actually, I done also removing the old thermal paste and applying a new ones. But, the thermal paste that I applied is not excessive which makes it leak. And I check again, there is no pins or sockets alter or touch.

Thought I'd jump in on here, my computer is no longer working, during my cable tidy up it randomly shuts down and can't be turned on for around 12 hours. I did however touch a pin on my motherboard because a pin was a little off, a big blue wire that is attached to the top of my tower normally connects to it, and it got it all lined up again.
