I have the following build:

CPU: i3 2100 @ 3.1GHz
Board: Gigabyte H61M-S2P B3
RAM: 8GB
sh*t GPU and a potato PSU (GeForce 210 and unknowm PSU brand)

I'll be getting a generic 450w PSU and a new GPU soon

I have a budget ranging from 150-180$

Also tell me if i should get nvidia or ati. I'm looking to get the best performance out of the money!

GTX 750 Ti
or the
GTX 950 should be coming soon.

Check out the PSU Requirements in the bottom right of this reply to see more GPU's that can run on that wattage.

Be careful with generic PSUs BTW as often they don't come with proper safety parts.. For example they often ship with only Taiwanese capacitors which means if there is a power surge or something happens.. you can be putting all your parts in danger. Generally the parts themselves should be fine but the PSU will blow.

I agree that the r9 270X is probably the best you can get with that budget assuming the psu comes out of that too.
A good 450watt psu would still be fine with that if having two pcie power connectors like the cooler master G450M or the seasonic S12II 430watt.
