I have purchased a PNY geforce gtx 650ti i disabled the drivers for the hd4400 and updated my bios but it wont work when i have it in the board hooked up to my tv and with the 6 pin connector in. I have and intel core i3-4130 8 gigabytes of ram and a 600w gold plus certified power supply

So you said you updated you're bios right? Can you tell me your motherboard specs and what bios you flashed it with?

On the other hand, you might of crippled your motherboard if you flashed the incorrect bios (f2,fb,etc) of it, unless you have a gigabyte motherboard with dual bios you could get it back and running.
but, if it isnt a gigabyte motherboard or a model that doesn't have dual bios you will have to RMA it, there are other solutions but you need external tools that includes soldering, floppy drives, or destruction.
If you're going with the RMA method you might as well return the graphics card and get a gtx 950 from evga for 140 bucks (from my personal experience) its smaller but packs a flying punch.
