Windows 10 Control Panels says "Backup and Restore (Windows 7)"

I have been optimizing my new SSD and noticed that on my control panel it says windows 7 in several locations. What is the deal with that? See these screenshots:

That's if you want to re-install W7 and uninstall W10. I'm assuming you upgraded from 7?

If you want to stick with 10, there is an option in the disk cleanup utility to delete files (if you choose the clean up system files option).

that isn't just to bring back windows 7 it also shows if you upgraded from windows 8 the exact same way, several of my friends have done system backups of windows 10 with it after using the cleanup utility.
so I'm going to guess people who clean install get the exact same. can anybody confirm/deny this?
