Very slow Windows setup boot (From USB)

Problem :: Booting into Windows 8.1 setup (from BIOS)(or any Windows 7-10) using USB3 device via a USB2 port is very slow -- it takes ~15-20mins to get to the volume selection screen. Using a DVD of the same ISO, takes around 6-8mins. However, once it boots up and gets going, and installing to an SSD, it completes the first setup stage (coping files over etc) in <5 mins. Also, after Windows has fully booted to the desktop, I can achieve 25MB/sec on a USB2 port.

Test system specs:
- DFI Inc. LP DK P35 (Socket 775)
- Core2Quad Q9550
- 8GB DDR2 (@400mhz)
- GeForce 550 GTX Ti

Is there some BIOS setting that I am missing? I would think that USB3 devices would just drop to USB2 speeds when plugged into a USB2 port.

I also tried this in another older PC, and another flash drive of the same model -- same result.
Keep in mind, the systems in question do not have any USB3 ports, and both installation destination drives are SATA300.

Also, in both systems, the BIOS setting for USB is "Full Speed"

This is the flash drive I am using...
SanDisk Extreme CZ80 16GB USB 3.0 (SDCZ80-016G-GAM46)

Any ideas?
