I concur. Not everyone will be able to overclock their CPU to the same degree that someone else might have on the web. Depends on a lot of things: actual CPU, power supply stability, motherboard and power delivery, RAM.

On top of this, it also takes someone that has a good understanding of overclocking in order to know what to make adjustments in the BIOS to make the impact they wish to see.

you probably will hit a power wall before you hit that frequency . You'll have to up your voltage to at least 1.4-1.5v . Haswell heats up way faster than SB or IB so i do not think you can oc that high with conventionnal cooling , especially with an i5 . You could maybe hit it with a 4790k , but only because it is a higher tier chip , with better silicone.

if you're ready to burn your cpu and urn your motherboard you may proceed.

http://www.anandtech.com/show/8227/devils-canyon-review-intel-core-i7-4790k-and-i5-4690k/2

Look the the i5 4690k result. Anandtech have put a 1.425v for 4.8ghz but it goes to BSOD (Blue screen of death). You can try to go slow or try to get atleast 4.4 ghz first before go higher. Or lets burn your cpu by crank up the voltage.

Kindly take note that 1.3v is the recommend max voltage that you should put for this cpu. More than that you are pushing the cpu to the canyon...

The results of a single review mean little as all 4690K as with any other model of CPU are all individual units and have different tolerances - you could ten of them put them on the same exact rig and set up for say 4.3 and it's quite possible each would take different voltage settings, There is no set 'standard' for OCing, this shows better:
