Won't post/boot. Powers on, fans spin, and light on mobo is on.

So.. I feel like a dummy.. I decided that I would order a new board, with the intent to upgrade my processor later. But long story short, i accidentally scratched the current board, started it to see if it'd still work, smelt something that didnt smell good (burning,) and immediatley turned it off. Afterwards, i tried turning it back on and didnt smell anything, but i couldnt get anything to display and it wouldn't beep at me. I got my new board and switched everything out, but its still doing the same thing. The light on the new board comes on and all the fans spin up, but still no display.. Ive tried with a known good psu as well, but still nothing.. Think i couldve fried my cpu?

Anything is possible but Processors have a max temp setting that if they manage to hit that they power themselves down. Your request might be better answered if you listed specifics to your computer. Like Motherboard/CPU/Power Supply/Video Card/ and so on.

A burning smell is never a good sign, personally once you did smell something burning from your PC, I would never use it again. regardless you think it will turn on again or working again, god knows what it burnt out, it could be anything, it might even burnt out the voltage regulator for the CPU, pci-e slot, anything. general rule, if is burnt throw it away and get a new one.
Regarding about your new board. You might or might not inadvertently bent/broken your CPU socket pin. shine a bright torch on it and see if the socket is good. other thing is that BIOS might not like your CPU, try with no ram see if it beeps at all, this way it tell you 2 things, that the mobo is alive and can detect things (in this case ram). the other is that, the Mobo is working. option 3, after all this done, take the CMOS battery out, unplug power, take bio break, come back, put everything back it. and hope that work.

Lesson learned.. The scratch was under the NB so..
It's at my friend's house atm, so I can't mess with it until later, but I've tried with nothing but psu, cpu, and board and it still doesnt beep at me.. :/
