FPS drop due to PSU?

I just bought a 970mini for my ITX build. I have a 430 watt PSU because I was running a 750ti which didn't need more power then that. Everything turns on and runs fine but once I start playing GTA 5 for about 20 min the 970 gets louder and louder and I start getting worse and worse FPS. Is this because of my PSU? eXtreme Power Supply Calculator shows my system would use 321 watts under load. It recommends 430 watt PSU.

It looks like the GPU overheat. Do you check the temp by the software? Like http://www.cpuid.com/softwares/hwmonitor.html Or do you set up the fan speed control by the software? Like MSI afterburner https://gaming.msi.com/features/afterburner or the one comes with the GPU.

I installed CPUID and here are my results after playing for 10 min..

CPU Temps: Value 30c Low 24c High 50c

GPU Temps: Value 35c Low 27c high 81c
FAN 1275 1135 2396 RPM
FAN 35% 33% 68%
Powers GPU 8% 7.83% 104.34%

also the GPU has coil whine.. is my GPU Bad?

If your GPU has coil whine, it does not mean your GPU is bad, and you are hard to fit it, more info https://www.youtube.com/watch?v=HP73edpQwgc

The GPU temp ( 81 C) is bit high, from what I read the reviews, it should be under 70C, that maybe why you got lower fps. I think you may try add some of fans on the elite 110 if you don't.
