ASUS Z87-PRO Motherboard won't recognize GPU! PLEASE HELP!

Hello, I recently purchased a Z87-Pro motherboard to replace my old motherboard that got shorted out when my power supply surged. I now have the brand new motherboard, a brand new EVGA GeForce GTX 970sc, a brand new 750w modular psu (exact model: MBP750-HM (A bronze sentey psu)), and a i5-4690k cpu, I'll include a more organized specs below. Anyway everything works great, except the gpu. My computer boots just fine and when I use the integrated graphics, but when I try to use the gpu the fans on it wont spin and the bios won't recognize it's there. I've already flashed bios to the latest version and installed all my motherboard drivers, unfortunately I can't update the gpu drivers to see if that makes a difference because the computer doesn't recognize the hardware for it.

In short:
Everything works fine on integrated graphics
When gpu is plugged in the fans don't spin and it is not recognized by the computer (ive tried using multiple modular cables and putting it in different PCIe slots)

Is it possible that when my old power supply burnt out itself and my motherboard it took the gpu with it? I've had the gpu for less than a month so thats the only way it could have died. I already issued an RMA for the card since there's only three days left on the sellers return policy but I can cancel it if anyone has a solution for my problem. Any help is greatly appreciated!

i5-4690k processor
EVGA GTX 970sc GPU
Sentey MBP750-HM modular psu
8gb of DDR3 ram (not sure what brand)
2tb HDD (I'd say what type it is but it's in the case and I don't feel like taking it out lol)
