Go for first build (build #1) but with I5 4460. So in that case you can save money on CPU and have same performance and give extra money to have better GPU like in build #2.

I wouldn't go for either to be honest. Take the first one as a template, change the 4690k for a 4460, the R7 250 for an R9 270X and you really need a better PSU. What is your maximum budget?

its for a friend,but he wants 750$ included monitor ,mouse,keyboard and rest of the pc parts
