I'm looking to build a high-end gaming/work PC, and needs it to be quite high in the graphics aspect because design work and high end games are going to be run on it. The only problem is that as I'm a Uni student, price is a problem and I wanted to know if an AMD chip will bottleneck something like a GTX 980 or 990? (This is for the dream PC of course)

First lets go with the graphic card. I would like to give you options with the best price per performance ratio. GTX 980Ti, A high end card but not the flagship of nvidia costing around $640. Flagship is Titan X but price is nearly twice GTX 980Ti costing above $1000 dollars with same performance, well not same but only very very very slightly better performance. could run any game with no problem at all at 1080p, 1440p and 4K is possible but FPS still not satisfying. from AMD's side you could go with the R9 Fury using HBM memory providing a massive bandwidth of 4096 bit But it is less in performance than the 980Ti with a price difference of $80-110, if you want to save money, It is also a good option. R9 Fury X is also an option, also...
An AMD chip like the 8530 will not bottle neck with only one GPU, but I would just get an i7 4770. it is not too much more and will be better. also then you can use a stock heat sink. which can save about $30. this 990 is not out though..? depending on your design you may want an AMD firePRO, they are beasts at rendering and also overclock very well so gaming is still quite viable. For photo shop get nvidia.

For the processor, an AMD processor like the FX-6300 6 core with cheap price is fine with both R9 fury and the GTX 980Ti. if you want to take another step an FX 8350 is I think one of the best for price per performance. Cheers :)
