Low FPS than it should in CS GO

I have MSI GE72 with gtx 965m 2gb , i7 4720hq cpu. In game no matter what i do (with the lowest or highest settings and resolution) i get 100-120 fps stable in CS GO. I monitored my gpu and cpu usage and gpu is %50-%60 and cpu is %35-45 . I tried 3DMARK for controlling defective gpu but results are same with other gtx 965m users.
Things that i tried :
-Definitely opening with dGPU not intel gpu please dont suggest that.(intel cant have 120 fps on 1080p max settings)
-Console commands -high -threads
-Update Bios and Vbios
-Check MSI afterburner , clock and memory speeds are normal.
-Nvidia control panel settings - selected nvidia processor, maximum performance , single display mode etc.
-Windows high performance mode
-Clean install with DDU for drivers done.
-Format pc is done with clean iso from windows website.
-There is no heating in both CPU and GPU (CPU 60 degree , GPU 50-60 degree)
-Run dxdiag - no problems.
Another interesting thing is i can get 170 fps at fullscreen windowed mode with %98 stable gpu usage but it makes input lag.
This is the proof that my pc can get 200+ fps (another pc with same specs)

Probably because FPS is capped to 120 FPS in the CS:GO option menus. Change it to unlimited if it bothers you. The laptop is limited to 60Hz/60FPS anyways so there is no benefit to anything <60FPS. Having that high of FPS actually makes you more prone to experience screen tearing and artifacts as there are much more frames being generated than your panel can actually display.

Im really unsure how to answer this question, there are alot of variables to consider. Obviously your hardware is fine as you are maintaining 120 fps maxed at 1080p.

Also please don't downvote users for trying to clarify information. Your OP is hard to understand. There is very limited benchmark information avaible for CS:GO on 9xxM series chips, it is hard to verify what performance you should expect.

Its hard to say what settings this guy used to achieve 200 fps but it really has no effect on the experience. The screen is still 60Hz.

This guy has all default settings which i tried also. Something is bottlenecking or limiting gpu but I cant find it yet. It maybe an issue with MSI I dont know.
