All fans running at high speed. Help.

Yesterday I changed my CPU with another one which is compatible with my motherboard but now all the fans are running at high speed and they are very loud. These are the CPU temps http://s16.postimg.org/f1s88l239/DSC_1678.jpg . The CPU temps are really low and I use the stack cooler. I don't think the fan speeds under the temperatures are the real one. I can't change the speed of the fans from the BIOS although there is such an option. I think I broke one of the capacitors near the CPU cooler and I think It's for the voltage of the fans. Can someone help me? Thanks in advance!

I'd find the bios application. If its a gygabyte mobo look for an app called ET(1-6) mine is easy tune 6, theres a pulse width modulated fan speed graph where i can change the speeds. This is kind of dumb but if you don't like the noise and a part of the motherboard is at fault you can grab a fan that you use to blow air in your house on hot days and unplug all your fans on your computer and just run that blowing on your motherboard. Of coarse you should monitor temperatures initially to see if its working or not. Or you can buy a new mobo or find someone who can repair the capacitor if that's the issue. One way to find out if the issue is the motherboard would be to switch back to the old cpu and see if the problem persists.

I switched back the old CPU and everything is the same. I think I need a new motherboard.
