My PSU is retail brand with only 300W

I want to be able to run 3 monitors and play games like skyrim comfortably. I know I need a knew power supply, will that require me to get a new motherboard? Should I replace my CPU? If I get a new motherboard and power supply will I be able to keep my hard drive? Also, I will be upgrading my graphics card. My budget is $600. What should I get?

Also, add to the new build new OS, Dell OS is OEM and would not work on new build.

Or you can make your 570 like mine, just with newer GPU, but there can be problem due to UEFI, I doubt that Inspiron of that age will support it.

I have a Dell Inc. model D06M. I will most likely need a new case, can just barely fit the PSU now
 
At best, after upgrades, your case might look like mine (before I upgraded the case)

Those are original cases, note that not all of them have removable panel opening, so it is solid metal, like mine was

Messy, but not bad for cooling overclocked Phenom II x4 965 BE @ 4 GHz. It survived Intelburn and Prime95 for hours and hours in worst settings. Was able to play Battlefield 4 at High at 70 fps (I have IPS monitor, so fps are monitor limited).
