Games not recognizing MSI AMD Radeon r9 390 GPU

Last month I built a PC and I'm having this issue where my games such as FFXIV, Oblivion, and Skyrim are not giving me the option to use my GPU and instead force me to use my onboard card.

The card is working: The fans run, the lights run, it is recognized in the device manager. However there are some strange issues.

1. When the GPU is plugged in, I can not see the bios splash screen. Instead, the screen remains black until the Windows login screen shows up.
2. The card does not show up in the AMD Catalyst Control Center. In fact, I have no graphics options there.

So far I have attempted to
a. Replug the GPU
b. Uninstall and Reinstall all AMD drivers and software
c. Disable my onboard GPU (big mistake).
d. Set BIOS to load PCIe card (with GPU unplugged).

None of these have worked. I do believe I should be able to run low settings on FFXIV at much more than 30fps with my current GPU. In fact I hope I would be able to run it at high settings if it were working correctly!

1st thing I always reccomend when this problem shows up on a Desktop is to disable the onboard GPU.

but if you have done that, and it still doesnt work -- then it sounds like your GPU has gone bad.

Try it in a different PC if you can, and if the problem persists, start the RMA process. Or just RMA it anyway.

I don't think that the GPU has gone bad as the cards fans and lights run as well as it being recognized by the device manager. I appreciate the suggestion, but I've seen people recommend RMA when often times the issue is not a dead GPU.

@MrAssassin: This was my only other fear as you must replace the PSU in order to test if the other part is faulty. If the card isn't getting enough power, would the PC still people to recognize it and would the fans lights still be running? All of these things are working for me even with the 500w PSU

I'm not sure about R9 390 but R9 270x didn't show up on my friends PC because he didn't have correct PSU for it. And R9 390 is really powerful card so I don't think it will

EDIT: Lights and coolers did start on GPU but it didn't recognize it, it still showed the integrated card but the 270x was running in the PC (coolers and lights)

if you have done the troubleshooting you listed it does sound like the GPU's output is not working correctly.
if the BIOS option to disable to onboard graphics and the option to only use the PCIe card are setup correctly it has to be a fault with the motherboard, the 390, or Windows. more likely the motherboard or the 390.

hopefully you do have the display plugged into the actual 390 and not the motherboard's I\O connection. though i've seen it before.
