So. I recently updated to windows 10, whether or not that's relevant i'm not entirely sure. However when I upgraded that is when this problem started.
I am now certain that the buzzing is coming from the PSU not the GPU. Took out the GPU to see if the buzzing continued - it did.
Just to add a bit of context. This just started happening shortly after updating to windows 10, while updating razer synapse. I was updating razer synapse and my whole system became unresponsive forcing me to hold the power button to do a hard restart. When I rebooted the buzzing started. I've read around, and no one has really ever said doing a hard restart/reboot can do any physical damage. I submitted a ticket for an RMA so that's something i've already done.
Has this happened to anyone else?

CPU: Intel Core i5 4460 @ 3.20GHz
Ram: G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR
Motherboard: MSI H81M-P33 (MS-7817) (Socket 0)
GPU: 4095 NVIDIA GeForce GTX 970 (PNY)
PSU: EVGA 600 B 80 PLUS BRONZE Certified 600W Active PF
