New components built 8 months ago. Have been having issues since day 1
Build:
msi model 911-7922-007 SLI Krait Edition
intel i3-4160 3.6
Ballistix 8GB DR3 PC3-14900 • 9-9-9-27 • Unbuffered • NON-ECC • DDR3-1866 • 1.5V
250GB M.2/NGFF (2280) Single Sided internal SSD • SATA 6.0Gb/s • 555 MB/s Read, 500 MB/s Write
Using onboard Graphics intel graphics HD 4000 10.18.14.4206 driver

System is slow especially when using web browsers. Seems to freeze for a second randomly. For example I start typing something into the address bar and it cannot keep up with my typing - it is a second behind.

MSI updater utility says all drivers are up to date.

TweakBit Driver Updater 2015 says the following are out of date:
Intel 9 series chipset pcie root port 1 8c90
Intel 9 series chipset pcie root port 4 8c96
Motherboard resources
intel management engine interface
Intel 4th Gen core dram controller 0c00
intel 9 series smbus host controller 8ca2
z97 chipset lpc controller 8cc4
PCIE root complex
USB Mass Storage Device

I cannot find these drivers online.

The system has not been overclocked.

It has 2 sata HDD's as a data array using storage spaces. It has an additional SSD as well used for swap file and photoshop/lightroom cache.

I am running Windows 8.1 pro. I have disabled A/V, killed all startup apps and have still had slowness/freezing. Sometimes it is OK but other times it seems to freeze for a second several times.

The main reason for the post is to get advice about the drivers but am open to anything to try to get this system to perform reasonably.

A few additional notes: It seems to be worst when scrolling. For example when reading yahoo mail I can move the mouse and wait 1 second for the page to react to the mouseover. Just typing in this post it has frozen several times and lagged behind my typing speed.

Benchmarks on the m.2 system drive SSD are pretty fast. Any help/recommendations would be appreciated. Thanks for reading my post.

Upgraded to windows 10 and it is better but still have issues. Mostly with screen taking longer than usual to respond within a web browser or image programs like Lightroom.
