High GPU temp under heavy load

My case is that, while I'm waiting for a new card to arrive, I've decided to clean my Inno3D GTX 650 Green Edition just this afternoon for I'm planning to sell it as a pre-owned item . After I cleaned it I've decided to use it again for the meantime because the new card's still a day or two away. So, now the problem is that I've noticed that my fps now drops quite a lot on some games that I've played smoothly before this afternoon and when I've tried to open gpu-z because maybe my card's overheating it's on a freakin' 95C on full (?) load. On the other hand, the idle's still somewhat around 42C. This is the 1st time that I've cleaned my GPU. Also it seems that I can't control the fan speed using MSI Afterburner or even EVGA Precision for I'm hoping that maybe speeding up the fan speed would help but to no avail.

Yes, the fan's working fine. I've deduced that maybe the problem lies within the thermal compound on the GPU for I haven't replaced it.
