Basically the title:

EVGA GeForce GTX 970 4GB SSC ACX 2.0+ Cooling or Sapphire Radeon R9 390X Tri-X 8GB

Is it worth putting in another $100 to get the 390X? I feel it's an overkill, plus I'm on a budget. I think the GTX 970 suffices, but I'm not entirely sure about it.

Maybe something else entirely?

If you are gaming at 1080p, then there is little reason to spend the extra $100 for the 390x. The 970 can handle most games at that resolution with high or max settings, and will likely continue to do so for at least the next year or so.

Like aznricepuff said, there is no reason to put 100 more bucks into the 390x, but the 390 might help save some money and give more performance, albeit a little bit. This is the MSI one, but this does come standard with a custom pcb, and you can dismantle the cooler to paint it anything you want, if your into that. Also, the 8gb of ram is kind of a gimmick, since when the 970 starts to not be able to handle games, the 390 will be the same, even with the extra 4gb of ram.
