What is causing me to get less than 60 FPS on games with only 50% GPU usage?

Hi.

I recently decided to upgrade my computer. I decided to buy:

CPU: Intel i5-4460 CPU @ 3.2GHz
Motherboard: H81M-2SH
Memory: DDR3 8GB Single Channel
Graphics: GTX 970 manufactered by ZOTAC.

And ever since I've upgraded, I've noticed I've been getting lower than 60 FPS while feels really choppy to me. I'm running max settings on 1080 on games such as Smite and receiving around about 50FPS while playing. I've looked at Open Hardware Monitor / Afterburner / Task manager and CPU usage, GPU usage and memory usage are all roughly 50-60%. This is annoying me since the game is hard to play while being laggy and since the usage isn't up to max, I don't understand why my parts aren't being pushed so I can play at a higher fps.

You could try IOBit driver boost to update all your drivers. This is a free software and reveals drivers that are usually missed or can fall out of date . One of the best if you asked me but never in the top ten for the rest . You will have to look on the web site they do the lot . They also do a turbo and a gaming mode and many optimisation modes as well .
 
You won't see full use in almost all cases, if you do some web searches you will find that the systems, even when maxing out how fast they can run games, do not hit 100% CPU or GPU use. The only time you would see such high use is during a stress test designed to use full power or when one component is weaker than another, so you may see higher CPU usage with a weak video card.
