other peoples always have more than 10amps on 12v rail ,even my old computer power have 18amps on 12v rail but my new computer power supply have only 2.0 amps.
my specs :
Pentium g2030
RAM 8GB
320 HDD

More than likely its wrong(misprint) but that psu is still complete garbage should not be used in any system, unless you want your house to burn down.

That label is obviously completely wrong - if you do the sum of output power as they are printed on the label, this PSU barely outputs 200W total and most of it would have to be on the 3.3V rail.

If the manufacturer cannot even get the label remotely right, I dare not imagine what else might be wrong with it.
