CPU Speeds SUPER low after installing EVO 212

So i just purchased a bunch of parts a while ago and built a computer. Was running games on high frames and quality, no problems. A couple days ago i figured id install my cooler master hyper 212 evo and now i can hardly get any frames on any games. My computer has also felt slower opening browsers and other small tasks have been similar. I checked my CPU temps and they seem to be doing fine and my drivers have all been re installed. I haven't re installed windows. Any suggestions would be much appreciated! Thanks for your time!

Also when i start running games my graphics card fans dont spin up. I have the games on for a little amount of time but i dont know if thats an issue. I did remove my graphics card and RAM when installing the heastsink

Yeah look at the fan. Check ur manual and make sure everything plugged in correctly. You can also check software like hwinfo64 to see if it's reading rpm on the gpu fan. Also check cpu temps under load in prime95. Idk why u can't change voltage or fan speed in msi afterburner

when i run hwinfo the system summary displays the CPU Integrated Graphics instead of the GPU. Is my GPU not being recognized?

Its plugged in. Its in device manager. I got the fan to work on the GPU though. Now i think the problem is that the video card is not being used and instead its actually just the integrated graphics on my CPU. I tried to change my preferred GPU in the nvidia control panel but that drop down isn't showing up. This is what it looks like http://imgur.com/Cg6YZSQ

I have a monitor with adapter going into my GPU and a monitor into my board. i still think its a CPU problem tho
