Changing clock speed destroys FPS?

Ever since I recently fixed my thermal throttling problem, I've been enjoying the consistent frames on more intensive games like GTA 5. Knowing my CPU could be OC'd a decent amount (i've had 4.3Ghz stable) I tried just starting out with a moderate 4Ghz clock speed. Previously, I had my CPU at 3.5Ghz and undervolted to 1.1V to help keep temps down. I noticed something odd though, whenever I adjust my core clock away from 3.5Ghz, GTA again becomes unplayable, with 5fps stuttering. The temps are under control, my CPU never exceeds 55C and my mobo the same. I have no clue as to why OC'ing, or even underclocking my CPU causes such a problem. Anyone have any ideas?

CPU: FX-8320 @ 3.5GHz
Cooler: Hyper 212 EVO w/ 1 Fan (80CFM)
GPU: EVGA GTX 960 @ stock
Mobo: ASUS M5A78LM LX Plus
RAM: 8GB 1600
PSU: Corsair CX750M
OS: Windows 7

It's worth a try, but this is also an issue when I underclock below 3.5Ghz. I will give it a test and see. Right now i'm at 1.25V, lemme push it to 1.4V.

*UPDATE* Even with pushing the voltage to 1.4V, the problem persists. Im guessing to say that throttling might be an issue, but it isn't related to temps, as they still are under control. I will have to find a good program to log CPU usage, but just from glancing at CoreTemp on my widgets my CPU usage looked erratic.
