Changing clock speed destroys FPS?

Ever since I recently fixed my thermal throttling problem, I've been enjoying the consistent frames on more intensive games like GTA 5. Knowing my CPU could be OC'd a decent amount (i've had 4.3Ghz stable) I tried just starting out with a moderate 4Ghz clock speed. Previously, I had my CPU at 3.5Ghz and undervolted to 1.1V to help keep temps down. I noticed something odd though, whenever I adjust my core clock away from 3.5Ghz, GTA again becomes unplayable, with 5fps stuttering. The temps are under control, my CPU never exceeds 55C and my mobo the same. I have no clue as to why OC'ing, or even underclocking my CPU causes such a problem. Anyone have any ideas?

CPU: FX-8320 @ 3.5GHz
Cooler: Hyper 212 EVO w/ 1 Fan (80CFM)
GPU: EVGA GTX 960 @ stock
Mobo: ASUS M5A78LM LX Plus
RAM: 8GB 1600
PSU: Corsair CX750M
OS: Windows 7
 
might be throttling, but not due to heat of your CPU, but stress on your VRMs. Your motherboard is probably barely able to handle your CPU. Overclocking on that motherboard along with voltage adjustment will cause the CPU to throttle if i'm not mistaken. The lack of heatsinks on the mobo's VRMs are probably what's giving you that overclocking issue.

Best solution if you want to overclock your CPU is to get a better board, one with more power phases and a heatsink on the VRMs.

I don't think it's VRMs, that was my previous issue with GTA 5. My VRMs don't get hotter than 50C, and it's not just an FPS drop. It's literally a constant FPS of 3 even if I just start up the game.
