Always add 15-20% safe margin buy yourself min 700w gold PSU from decent brand like Seasononic, Antec ect.

Do anything you must to not use the 9590, just buy the exact same processor FX 8350 and overclock it yourself.
220 watts is a massive power draw and your going to make very sure the motherboard will support it and your going to need some very good water cooling air will not work.
Best option is buy a i7 4790K with a mid range Z97 board in the 130buck range.
For your question no not enough power look at the 850 watt PSU.

Why the 9590? After what it costs to get the cpu, and cooler big enough to cool it properly and a motherboard good enough to run it you can get an Intel system thats faster at stock settings and even faster when overclocked.

Decent FX ends on FX-8xxx becasue they have good prices FX-9xxx are to much overpriced
