Overestimating PSU needs for GTX 980 ti (600w vs 500w)

I am wanting to do a 980 ti build in a mini itx silverstone slim case (ftz01) with a 500w sfx-l power supply, but it seems like everyone insists a 600w psu is required. I am not overclocking and would even consider putting in an i7 4770s to reduce the wattage. The only compute heavy thing I do is game, and I don't care about having the fastest processor for the sake of having a fast processor.

On the anandtech review it is showing total system power draw under 400w for a single card solution. This was done on an x79 test bed.

When I calculate the 80 plus gold efficiency rating into the mix I come up with a worst case scenario of 460w - [400/.87=460], which tells me a 500w PSU is sufficient. Am I off in my analysis somewhere?

Why everyone (including me) is suggesting at least a 600W PSU is because over time, eventually, a PSU's output capacity degrades. Plus a GTX 980 Ti has a boost clock where it draws more power when under heavy loads. When that happens do you really want to be caught with your pants down?

How much does an average PSU degrade in a year? Just curious :)
