Alright, first advice I'm going to give is go to Microcenter and check out their deals. They have sales on really important parts to your PC for up to $40 off without all these rebates and stuff. Assuming you have a keyboard/mouse, ethernet cable and monitor, this is gong to be my build based on the prices I see on Microcenter.

CPU: i5-4590 ($160)
GPU: GTX 960 refurbished (I use this one on my own PC and it works fine, it's from Newegg... $155)
MOBO: MSI h81m-e33 ($43 after rebate)
RAM: AMD r5 8GB RAM ($40)
HDD: WD 1TB ($40)
Case: NZXT Source 210 (~$40)
PSU: CX500m ($35 after rebates)

Total: $513
