which cpu should i get for under 350$ for gaming (i like to overclock but i dont like water cooling)

If you're looking at just the CPU, assuming you've already got a motherboard and cooler selected, then for under $350 you could get the i7-4790K, or the i5-4690K. The i7 is better, but many argue unless you are editing/streaming, it isn't necessary and the extra money is better spent towards the GPU.

The Noctua DH-15 is a good air cooler, since you said you don't like water cooling. However, it's absolutely massive from what I understand, so you may want to plug your specs into pcpartpicker and make sure they are compatible.
