How do I format a HDD where my OS is installed?

I have a new SSD where I will be installing my OS and I already copied the files on my old HDD the one where the OS was installed.

Once you've got Windows installed on the SSD, verify it boots with only the SSD connected.
Make absolutely sure it does, then open up Disk Management, find the HDD, and delete each partition on it.
Create one partition, format it.

If you want to format a HDD, it should be done with the help of an operating system. OS will handle that operation from start to finish. If you want to format the drive that contains OS, then the OS will have to get deleted. So OS cannot delete itself when it is running.

I hope you got it. Now, your only option is first install OS to your ssd and then format your HDD to remove your previous OS.
