Skylake sounds neat, but you'll need to buy new ram too, unless you happen to have a couple sticks of DDR4 lying around.
xeon e3 1231 v3 with a decent mobo is good, 4690k with a decent mobo is good, the above mentioned skylake is good, in my mind it depends on what you want to do with ram. Also, the overclockable chips usually require some boosted cooling capacity for a good overclock.

Also one problem with Skylake is that they don't come with stock coolers, meaning you have to purchase an aftermarket one (I'm not sure if stock coolers from other Intel processors like a 4690K will work with them.)

Yes, the 4790(non K) runs stock at 3.6.
The I5-6600K runs at 3.5, but is more efficient per clock.
With conservative overclocking, it will be the superior gamer.
The hyperthreads of the I7 are not very useful to the gamer.
1151 will be the better long term platform.
 


NOW you have a conundrum.
Today, the i7-4790K would be superior. Faster stock clock plus hyperthreading.
Tomorrow, the Z170 chipset could bring into play some pcie based fast storage options.

And... for Even $50 more, you are looking at the I7-6700K which would be the best of both worlds.

If budget is not a showstopper, buy the best.
Otherwise, you will be forever wondering if you should have.
I have often regretted buying something on a budget but have never regretted paying more for the best.
