Thinking I was experiencing an HD failure on my C drive (LONG waits - 3 to 5 minutes after clicking on any file/folder to open it), I ordered a new HD. Hasn't arrived yet. My tunnel vision was focused on my C drive and I totally forgot about my E drive which is a backup HD for all my important files/folders. Today, I clicked on a folder on my E drive to open it up, and it too presented me with a 3 to 5 minute wait before it opened. I'm now thinking MB failure. What do you think?
 
for a start, post your full system specs including HDD type, manufacturer and model.
Once you know the make and model of your HDD's run the manufacturers diagnostic tool, free to download from their website.
That would be a start without wild guessing.
I'd say its more likely a software issue that a clean windows install would fix.

I've tried to run the HP diagnostic option but can't even make a connection to the web using both IE & Chrome. I tried to execute the Recovery option to reinstall the Factory Image, but Windows gives me an error message telling me the program can't be executed. Unfortunately, HP tells me that the PC is over 4 years old and Recovery Disks are no longer available.

AMD Athlon LE 1660 2,8GHZ
MB: Pegatron M2N68-LA
HD: Seagate 320GB Sata 3G
MEM: 2 GB DDR2

There should be a recovery tool if you look in the start menu, under HP, should be able to recover to factory defaults. But looking at the specs you have a very outdated system, only 2gb ram, i bet its running out of ram. A ram upgrade to 8gb would do your system wonders. Also make sure your HDD is not filling up as this will also cause poor performance. Should have no less than 15-20% free space minimum in order to run efficiently.

I booted in Safe Mode and the response time was even worse than a regular boot. I can eventually get to the Control Panel but when I execute the Recovery program, I get an error message saying that it can not be executed. I have ordered a Full Retail Version of Win7-64. Will take it from that point. Going to see if I can even do a reformat of C.
