CPU ratio locked at 8x

I swear, I've tried everything. I just changed my case and motherboard (from a Asus MAXIMUS VII HERO to a MAXIMUS VII IMPACT), and after a clean reinstall of Windows 10 (which I was running before), the CPU is locked at 8x multiplier so it only runs at 800 Mhz (it is a 4690k). I've run mutliple stress tests, and the CPU goes to 100% but at 800Mhz.

I've reset CMOS, BIOS settings, tried downgrading the BIOS to older versions, but nothing gives at this point and I am ready to give up.

Full system specs:
4690k + Corsair H100i GTX
16GB 1866Mhz Corsair Dominator
Asus MAXIMUS VII IMPACT
Crucial 256GB SSD
WD Blue 1TB
Corsair 250D

Anyone?

No!.. CPUs don't fail like that.. it has to be the BIOS.. and if you can't make it do what it's supposed to, then it's probably corrupted. Try resetting it, use the optimal defaults, failproof defaults, etc. and finally update the BIOS, also update drivers. If you've tried all I suggested above and what TheSabreSlicer has tried on his own... and still nothing, the problem must be your motherboard...
See if changing the Control Panel > Power Options > Power Plan to > High Performance deals with that issue.

If not, check the BIOS CPU Clock Multiplier setting... change it to default. Download the Motherboard PDF manual and search in the BIOS section how to change the multiplier settings. http://www.asus.com/Motherboards/MAXIMUS_VII_IMPACT/HelpDesk/

Yes, I have tried all of the above. It is simply mindblowing that I cannot figure this out.

Hi

I have the same problem. 4690k and MSI Z97a Gaming 7. I have changed the multiplier, several times and saved it. Set to all cores, turned off EIST and set ratio to fixed. Tried control centre and gaming app. Nothing has worked to date. Have been at this for two days. Frustrated. Is the problem the motherboard or the chip?HELP!!!!!!

Try downloading the motherboard PDF manual from the MSI product page to try finding BIOS settings related to CPU clock speed and power options, that may need to be tweaked... just make sure to restart the computer or even shut it down after changing BIOS settings to insure they take....also tweak the Windows Power Options using the High Performance plan. And if still nothing improves, better RMA the board.

Thank you for your reply. After further search of forums I discoverd there is a physical switch for'slow clocking on the mobo near the sata connectors for 'slow-clocking' and use with liquid nitrogen cooling. ( I jest not!!). It limits the cpu multiplier to 8x. I turned it off restarted and voila - success. I now have a 44 multiplier on an Arctic Freezer 13 and probably more left. Thank you again for your response. I do appreciate it.
