how to fix usb pen drive 16gb shows 304mb ?

i put my pendrive into Videocon d2h for recording the program , initially the setup asked for format the pendrive , i did that .after i put pendrive into my computer it asked for format the drive , because the Videocon d2h setup box is linux based sytem , it shows 308 MB free space out of 16 GB free space in my windows system . but in linux based system pendrive shows 16gb free space

1.Plug in your pen drive
2.Type diskmgmt.msc in Run box to open Disk Management.
3.Select your drive’s partition.
4.Right click on it and select the option of “Delete Volume” in it.
5.This will delete the memory space allocated and free up the total space.
6.Now in the empty space created again right click and select “Create Volume” to create the space.
7.Select the file system and format the partition to be able to use it again.

i could not find create volume in step 5 , (ie above all 4 steps i completed ) can you assist me on the same problem,, (ie i pluged my pen drive to vediocon d2h and pend drive with capacity 4 gb is now showing 75 mb)
