I tried to set my Windows back to default and the computer ran through to the setup about half and stopped.Then darn thing rebooted and tells me windows can't be installed.I can't start in regular mode or safe and it just keeps asking my to restart the computer

Boot from your installation media (usb or dvd) by pressing the f-key that corresponds to 'select boot device' that appears at the bottom of the screen during POST (when you are given a chance to enter the bios)
