PC will not post. Fans do not spin. power button light turns on

A few days ago I had the problem were the pc would start with no fans and the solution was to clear the cmos. And then the system booted normally. This time around that did not solve the problem even after putting another cmos battery inside. This is a 2004 HP desktop PC. I'm not sure of the motherboard model but it is socket size 775 with a intel Celeron e32000 cpu. it has 4 dimms of ddr2 ram 1gb each. gtx 750 gpu and corsair 750w psu. the gpu and psu are temporary parts as I'm able to get a whole brand new build. but as for now I need this pc to start.
Also when I press the power button to turn off the system it doesn't turn off. the light stays on. so I have to switch the psu switch to power off the system.

So how can I go about getting the system to boot?

First try to unplug everything you have plugged in from the system. By this I mean mice, keyboards, USB devices, serial devices, etc. Weird as it sounds, I've seen a bad USB keyboard cause this before. If this works, try plugging things in one by one to find the promlem. If that doesn't work, go inside.

Now try removing all of the RAM. If this works then you can test the RAM and DIMMS individually. If not, unplug any disc drives, hard drives, SSDs, and all expansion card. You'll try running off just the motherboard. If you don't have on board graphics then that should be the last thing you remove and ideally you have a spare graphics card.

It it doesn't post then you know that it's either the motherboard or the power supply. If you have a spare power supply, you can try swapping that out.t try removing all of the RAM.
