I'm not sure if cpus behave in a "does work" or "is dead" manner for the non-K series of intel cpus. Or can they degrade in anyway that they still work but do not perform as they should?

Any stress testing I can do to do verify if so? ( prime95?)
Also, if there anything specific I should look for in terms of damage to the bottom of the cpu? Top looks good(aside from a little residual paste) Bottom... well, no pics were available. I went in for a tiny bid just because I didn't expect it to keep so low. Prior to that I was only bidding on those that show complete and clear images of front. Still not sure why I went for it, but next thing I knew I was notified of my 'victory' and choose to give it a chance.

Just to clarify, it's a tray i5-3570. Purchased from ebay as used but fully functional. Also, I made some bad choices 3 yrs ago, and that is why I'm left to upgrade with an used cpu.

If it works its likely to work for a long time.

The non-k you've bought is a lot less likely to have suffered any abuse as its locked.

As long as you've bought from a decent seller you should be OK - you take a risk second hand but a lot of the old sandy/ivy locked chips come from old dell/HP prebuilds & will rarely have been pushed at all.

What are you asking, you say you bought an I5-3570.
I take it you bought it from e-bay from one of those places that sells them by batch or trays.
If you read the description of the part for sale it would have told you if the part or device was functional, or was being sold as spares or repair.

Go and check or read the posting fully of the description of the Item.
It may be suffering from missing cpu pins to, broken cpu pads on the underside of the cpu.
Or can even of suffered some damage from over clocking of the cpu.

When you buy stuff from e-bay as spares or repair it`s always a gamble as to weather it`s fixable by the buyer.
I have bought a few 7970 Ati graphics cards for cheap prices off e-bay for example, but I know most of the faults with them and why they stop working along with all the kit to repair and fix them.
But if the description did not mention it was for spares and repair then it will likely work when put in the cpu socket of a motherboard. If that is what you are asking.

And yes a cpu will degrade if heavily over clocked, or be impaired to heat damage.
However you wont know this till you test it, and like you said run a stress test on the cpu.

Left stuff out. Its from eBay. Listed as used but fully functional/ working as intended. With possible cosmetic damage.(shown in item specifics) Seller listed No damage of any kind.
Also, by tray I mean the CM8063701093103 ver/model instead of the retail one. So in theory, it will work. I just want to know if there is a way to check if it will kick the bucket in two weeks for example. I guess all there is to it is to stress test it and compare results online. If it passes, I hope it lasts me 2 years... At least i hope it works that way.
