Strange Hiccup/lag/stutter lag in almost every game

Hello, i have build my pc a few months ago, and i have been struggling with it sinds then so it would be great if i could get some help.

Problem: I got strange hiccups/lags/stutter at points where my pc is loading a new area. This problem occurs in almost every game.

Counter-Strike Go: I got the in the beginning of an match/game, for some reason i need to walk over the entire map, so the area loades, then after i done that the lag dissapears. It is really annoying and should not happen.., also at these points i noticed my fps dropped from 220/240 to 170-190.

Skyrim: everytime i get into a new area, the fps drops slightly and i got a hiccup, but the fps is totaly playable becaus it drops then from 144 to 112fps...

This where a few examples i have that so called Loading lag in every game, except in world of tanks and league of legends.

System Specs:
-MotherBoard: Asrock 970 Extreme3 r2.0
-PSU: Corsair Cx 750
-CPU: fx 8350 on stock (4.0ghz), when i enable turbo core i noticed it gets to hot around 60 degrees and starts throtling. I think becaus of the warm weather
-GPU: Sapphire R9 290 tri-x OC edition
-Ram: 4gb x 2 kingston beast ram 2400mhz, clocked at 1600mhz
-Storage: Hdd: 500Gb 7200rpm (but i don't use it), and a SSD: Samsung evo 850 250Gb
-OS: Windows 7 home premium 64 bits
-Monitor: Asus VG248QE 144hz 1ms

According to my fps i get in all my games it should be more than playable thats why i got the 144hz monitor., it is really frustrating becaus the game is sometimes stuttering at loading points like i already told and sometimes it does not look really smooth. It would be really nice if some one could bring up some fixes or some advice. Atm i really don't like to play games on it :(, and pls don't begin a war about amd or intel or whatever :)

I tried a lot of things to fix, but none of them worked:
Things i tried:
-Fresh OS install
-Fresh Driver install
-Updating Drivers
-build the pc again
-Fiddling in bios like Ahci mode and North bridge and ddr3 settings
-only with ssd in system
-Vsync

The only thing that worked was putting the settings to low......, but the fps stays the same then....

I thought it was the cpu yes, but it can't throttle at 45-55? I was running speccy and cs go and it did not get above 55, thnx 4 reply
