Help upgrading a PC. GPU/Case+water cooling

Hey wonderful people of Tom's Hardware!!!
Today, I have started to look into upgrading my PC.

Those are the parts I used. I am looking to upgrade so I can play GTA V, any new Assassins Creed, BF4/Hardline, And basically new games, on high. I was also looking into water cooling my CPU, and maybe GPU, as my CPU fan is constantly running very loud. Any help is greatly appreciated.

I wouldn't bother with water cooling unless you feel you need to. I had a 120mm AIO cooler and it was great...until it failed, beginning a horrible experience with what Cooler Master calls customer service. I finally got tired of waiting for the damn thing and went and bought a Hyper 212 Evo and it has been great thus far (plus it's pretty damn hard for an air cooler to fail). It's only a couple degrees warmer than my water cooler was and if I decided to drop some coin on better fans, it would probably be right even with it.

I do not intend to overclock. I am looking at 250 USD. I would prefer a NVidia card vs. anything else. Is it worth it to get into water cooling, or just to get an aftermarket cooler?
