PC only works with ram in slots 3 and 4

I built a new PC yesterday and it freezes and then goes into a restart loop ( fans and leds turn on including PSU fan and then they turn off) I've read multiple threads with people that had the same or a similar issue and tried the various fixes to no success. Finally it hasn't froze or went into a restart loop now that 2 sticks of ram are in slots 3 and 4. However I have 4x4gb sticks of ram and would like to use all of them. Any help would be appreciated

Corsair CX 600W 80+
MSI GTX 970
Z97 g45 gaming mobo
4x4gb gskill DDR3-1600

Sounds like a channel not working, do you have a third party CPU cooler? If so try loosening then snugging back down screw tight, if too tight in a corner or side it can throw the MC (memory controller) off - if no joy there, let us know the model #(s) of the DRAM
