CPU at 70 percent at game, get a better gpu for fps increase?

So game begins and the fps slowly decrease to the point where it's not where it was before with all the action starting. Was wondering if a better GPU or CPU is required.

i5-3570k @4.5 GHz and GTX 960

THG been burping a lot lately so my last post isn't showing .... The fact that it runs well initially and fades over time indicates that the machine us subject to changing conditions. The most obvious is temperature but as I don't know how you are measuring it.

44 degrees doesn't tell me anything ... In order to make use of this info, will need to know:

What is 44C ?
What utility was used to measure it ?
What was running when it was measured ?

1. Download / install the following:

GPU-z - http://www.techpowerup.com/gpuz/
HWinFO64 - http://www.hwinfo.com/download.php
Asus RoG Real Bench - http://rog.asus.com/file/?download=RealBench_v2.41.zip

2. Open CPUz and set it to sensors tab...

2. Open CPUz and set it to sensors tab, then run Furmark in windowed mode at your screens native resolution. It will report all temperature and related info on screen and graph temps at the bottom. Let run at least 20 minutes. Occasionally Alt-Tab put and look at CPUz to see if the card is throttling. You will see this in the "performance cap" graph on sensor tab.

3. Open HWiNFO and select sensors only. Put window on right side of screen in a position (use scroll bar) where you can see core temps .... Open RoB RB and run the benchmark (takes about 8 minutes)

4. Report maximum CPU core and GPU temps

5. Check also in Windows Event Viewer application and system logs for any errors are warnings.
