Can a broken Mobo or PSU break a CPU if there broken

I had my motherboard plugged in and there was a loud POP. I think something broke on the motherboard on in the PSU, or it might have been the ram. I was wondering if i plug in the cpu could it break. I need to test the mobo to see if it works or posts.
 
Solution
You can test the PSU by yourself, bear in mind it is a little dangerous (and I take no responsibility for any possible harms). Take a paperclip, unwind it. Take the 24 pin plug and see where the green and black wires go. Put one end of the paperclip into the socket where the green wire goes and the other end into the socket where the black wire goes. Turn on the PSU and if the PSU fan spins then your PSU isn't the issue. (https://www.youtube.com/watch?v=5FWXgQSokF4)
Another thing, you want to try is taking the mobo out of the case. Attach only the 24 pin plug and the system fan. Switch on the PSU and see if the fan spins. If you have tested the PSU prior to this and it is functional and your fan doesnt spin then it's likely your...

There was not a smell just a loud pop, and is the voltage regulator in the psu? I would imagine so if it was not the psu and it the motherboard can it still fry it?
 
near the 24 pin atx plug on the mb is a bank of voltage regulators. most new mb have them under heat sinks to keep them cool. when you let out the magic smoke on parts there going to stink or look melted. on a power supply if a cap poped inside is going to be swelled or leaking. with a flashlight you should be able to see inside the unit for any damaged caps.

Ok thanks everyone for the help, I put a papperclip in the PSU 24 pin connecter. the fan spun up. So how do i test the motherboard to see if its busted. And could it have been the RAM, becuase it was also plugged in at the time it happend.
