Should i upgrade my current pc or buy a new one?

Ok i have my PC for almost 4 years its getting slower but not soo much i have
3.2GHz e5800 775/or socket T OC to 3.4Ghz
Asus p5g41t-m lx2/GB
4GB ram
windows 7 32 bit
400W
and my shiny radeon r7 250 xfx OC 1gb edition

soo sould i put 200$ more in this pc to buy Quad core Q6600 and new powersuply or getting new machine. For new machine my budget is around 1600$

PS. my mobo cant hold more than 4gb ram dunno why it wont

For you I would recommend a new machine, you could keep the graphics card invest the rest into a new machine.
In order of importance, highest to lowest
PSU, Motherboard, CPU, RAM, Case, you already have a decent graphics card, hard drive.
Seeing that you have $1600 and a fairly new graphics card that's something you wont need to invest in and will save you a bit of money.
Getting a good quality PSU would probably only cost you ~$90, Motherboard ~$100 and upwards, Intel CPU such as the i5 4560 ~$200, Ram < $90 and a hard drive around 1 to 2 terabytes would only cost you $80. A fresh copy of windows if needed is about $90. A case can vary from size, to amount of fans but youre' probably not looking at more than ~$130.
So well withing your price range if you decide to buy all the parts and build it yourself, but if you aren't confident building your own visit your local PC store or repair shop. Chances are they can build you one for a decent price.

Yea i have asked them im almost every day by my shop they will build me any PC if i pick parts i wanted.
Just wolfshadow thats nice pick but <Redacted> i dont like win8 or win10 soo im staying on windows 7 cause its simple and i have allready learned how to fix all s$%! on him.
