Newly instaled mobo wont start

Hello.
Recently I upgraded my PC (Mobo,cpu, rams). Installed it and everything worked fine. I decided to give my old mobo and peripherals to my brother.
I installed it and it doesnt power up.
Power switch wire is placed properly on mobo, psu worked last time it was turned on (about 6 months ago). It didnt power up with or without GPU installed.
When I eject and enter the the power cord, flip the I/O switch on PSU and then I press the power on chassis, just after the pressing I see the HDD led blink and then its dead
Maybe this wattage is too low to power up this setup ?

PSU is 350W Feel 3
Mobo is 870A-G54 MSI
CPU is Phenom x2 560

Update:
I installed my own PSU, nothing changed. The only response from machine occurs when I do the following:
Flip the PSU I/O switch to I and press the power button on chassis. Fans on PSU and CPU run for about 0.5s then its dead. When I press power button again nothing happens.
Could this be a capacitor problem ? It looks like stored charge is released.
